Here are two places to try:
The first is "International Happy Hours", all tuesdays an international aperitivo, where you can speak your own language or any other, a meeting point for foreign students and workers who are looking for advices on how to live better in Milano. The second is "aperitivo internazionale", a happy hour with different and internazional buffet 8€. Italian wednesdays, asiatic thursdays, spanish fridays and mexican saturdays.
